Are you taking the enrollAdmin.js from fabcar/javascript? They recently change the fabcar startFabric.sh script from basic network to first network, and also update the corresponding script files (as basic network doesn’t require TLS but first network does).

In this case I would suggest you take a look on my latest work on a revised Fabcar and inside you will see the connection-org1.json there is the TLS setup.
