There are several possible points you may check. (1) you fetch 0 from from peer0.org1 cli. (2) the mychannel.block file has been copied to Org3cli. (3) you should check the environment of Org3cli and peer0.org3 and see if msp setup is correct.

That’s how I did in this article. And see if it works for you.
